How to Buy a Zimbabwean Drivers License
It is getting harder and harder to get simple things done in Zimbabwe. Some government departments are set to get all the money out of your wallet just to get the service delivery you need. I was at the vehicle licensing department today and was astounded by the brisk business going on there. Getting a license has been a headache and it seems to be getting even worse. It seems like there is a deliberate move to cut the number of people getting licenses or maybe they are pushing people to pay bribes and buy licensing. A man waiting to book a test said, ” I am here to donate some money to the VID.” That is actually a true statement, because if you don’t bribe, you will donate money several times before you get your learners or license. People now pay to get a learners license because passing the test has become really tough. This shocking and just shows how low people are going. If we do not pay bribes, then those who ask for them will just have to get on without them and maybe they will begin to do the work they are paid to do.
These are a sample of questions being asked.
1. What is the use of a clutch? a. To reduce speed b. To avoid noise when changing gears c. To disengage gears.
2. A seat belt is not necessary when… a. Reversing b. Driving in rural areas c. Driving on side roads
3. Do you switch on your lights when travelling at 6.00am? a. Yes b. No c. Depends on the visibility
4. Zimbabwe is …. Country a. Southern b. Robots c. Cattle
Getting the learners is the easy part though. A learner’s license costs US$20 to obtain and consists of 25 questions. This sounds simple enough, but the catch is that the tests are not the standard tests that were written in the past. The tests do not test knowledge of the rules of the road and how competent would be drivers are, but are more of money making scheme. The more times you fail the more money is received by the department. The tests are changed every time the learners master the tests so that more people fail the test as opposed to passing. One would think the motive of the tests is to get competent drivers on the road. I looked at some of the questions being asked and simply wondered what their relevance are. Some questions are so badly written that they do not make sense. Some questions have no correct answers while others have more than one answer.
I have a passion for transport and believe that road safety is of paramount importance. Thousands of people die on our roads every year and we need to ensure that competent drivers get licenses. Africa has the worst road toll worldwide and yet has the least number of cars. Bad licensing practices, bad roads and an ageing fleet of cars all contribute the number of deaths we have on our roads. We may not be able to change the roads at the present time, but we can certainly ensure that competent drivers get onto the road. Buying a license may seem like a money making scheme or an easy way to a drivers license, but it is putting potentially dangerous drivers onto our roads. The vehicle licensing department is sacrificing people’s lives in a bid to get more money into state coffers and/or the pockets of corrupt officials.
If you were looking for how to buy a Zimabwean license, DONT! I would like to strongly discourage you. It will not be funny when you are involved in accident and someone dies on the road because you bought a license.
As for the corrupt VID staff, Shame on you! Your department policy is Integrity, please show us some.

Is it really buying my license when I know how to drive, have been doing so for the past 2 years and I’m failed because I didn’t pull my handbrake up when I stopped at a traffic light or because when I stopped at the zebra crossing it wasn’t to his satisfaction or if at that intersection paya pay mutown you did ABC!
A road test costs $50. To get your license in Zimbabwe, the minimum number of times you must go is 7 @ $50 each = $350. MINIMUM! If you give them this facilitation fee (I think now its $150) then you only pay $200 including booking a car and getting an instructor kuVID. That’s $200 where you were looking to pay $350… So in monetary terms “buying” is easier on my pocket and usually people who buy are people who have just been so frustrated by the system. I don’t blame the people who do “buy”. I blame the VID staff who accept the bribes. They are responsible for all the accidents on our roads because now its mari yako chete not your driving skills.
I am in the process of getting my license and its so frustrating. I’m even contemplating going to another town that is an hour away for my road test. that’s how bad it is!
I agree. It is quite daunting to get a license in Zimbabwe. My sister in lawa went in for her provisional a few weeks ago and only two people out of about 40 had passed. Its definitely not that 38 people had not prepared. I hear that if you buy a provision when you go for the test, you ge a paper with all the answers marked with a pen that doesn’t write. So you find where the whole class has failed, two people will get 100%. Genius’ I must say.I had to take my provisional about three times and going the VId is no walk in the park. Then after you get the provs, you have to go for the road test! Yho! Need I say more. The only thing is, because the system is now subject to so much abuse, others just buy the licenses wihtout actually knowing how to drive. I liked that, a facilitation fee. Will corruption ever stop I wonder?

Thanks Enias, Lead SA is a great example of how other countries deal with such issues. If people out there really get fed up of corruption and we start taking action we can turn things around, it has been done before. Gees all the best with your provs. My advise is get the books with the revision papers and practice practice practice. My own observation is that the Mutare test is better than the Harare test. The problem with Zimbabweans is fear. Even I am scared to confront people I know who are involved in shady deals and corruption etc and I am suppose to be the new generation that doesn’t stand for such things! In SA you have shows on radio where ministers, Councillors, mayors etc have to justify themselves to the public. They have a situation where you can do that and not be victimized, in Zimbabwe, if you try that stuff, you will find yourself in jail for things you know nothing about! I know someone who was jailed for months because they were trying to catch her boyfriend, she was an innocent party in the whole thing! Imagine being 26 and already having spent months in prison!!!! Its not a life I aspire for and as long as this sort of victimization continues, we will NEVER get to that stage! we need true freedom of speech! @Ennias, all the best for your provs. I would suggest you study your high way code. Maybe do past papers just to get used to the 25 questions in a short time frame but otherwise study study study your high way code. Read it thoroughly maybe 5 times or so…

This was a very informative post. I got my provisional at school so it was not such a hustle but today i am going for the road test. My dad wanted to pay because he knows i can drive and does not want to waste time at the v.i.d. However, we did not pay and hopefully i pass and i do not have to bribe anyone.
things are tough, at this point in time w cannot unite because there are a lot of reasons why people are forced to participate in corruption. if you try to do things the riht way you will get nowhere. Zimbabwean licences are everywhere even fake one in South Africa. the problem is if i need a licence i cannot get it nomatter how much i cram the provisional as lon as i dont pay. As for myself i have evn bought a car and cannot drive it around and its been almost a year now but no licence. the only way to drive my car will be to ‘buy’ the licence. is there a hope for Zim now? REad and understand the Highway code. Buy the work books and go through as many as you can.Go for the provisional, then do the lessons. No shortcuts. Shortcuts kill people on the roads.
I recently sat for the provisional tst in Byo. Wat i saw was diasppointing the whole lot of the morning partakers walked wth out passing the paper and i was inm shock .a donation to Vid is wat we had gone to do so sad i must say.

I am not Zimbabwean but I did live in Zim for many years and think of it as my second home. plus my sis is now married to a Zimbabwean man and his family is my family. my heart just breaks for them when i think of all the hardships they have to face. I ended up on this site cuz my sis is getting her licence and i know just how hard it is for her. @ Rodney, i sat the test in Harare and Mutare three times and passed in Harare. third time lucky…. As for the road test… that was another issue.

That is a nice way of looking at it. Do you think that maybe we have so many accidents because people don’t know how to drive because they bought licenses without being able to drive.
@ lonely. We aren’t actually involved in licensing, I think the VID and the driving schools only close during the public holidays, that is Christmas and New Year and are back at work soon after.With the way they like money, I’m sure they are going to be open. Best thing is to call them and ask.

you are all crazy if you saying no corruption, its impossible these days. i studied for my prov for about two weeks and before hand i already had a general knowledge about the road,went for the test and failed. and all the guy said was ”better luck next time”. its a rip off i tell you. i knew all those questions and i was very confident only to get my hopes shattered. these days the only way out is to pay or to go to those little remote areas to get your license. those taking the long route, good luck to you. You know when you have tht awesome feeling when you open your exam paper and evrything is from the chapter you just read with one eye whilst sipping your morning coffee earlier. Its fresh in your mind and you are positive about evry mark you make on your answer sheet. .that’s what I did I studied for a month.I was alright.the great thing about the highway code and the questions is tht it makes sense and it is logical so there is no need for cramming. Having skimmed thru the test questions one more time,the last thing I read ws the section we were tested on.I wrote the answers as they were in th testbook. Confident. But alas! I was told four wrong,try agen next time, so was a gentleman who had been singing answers outside before we had written and a number of other ppl. There we’re only 7 people who passed out of a group of about 40. I was so so so disapointed.this bribary thing has really gotten out of hand.let’s do something. Do they realise how expensive it is and to be so evil as to just fail sm1 for no reason.thts bad.right now I’m thinkn wch way shud I go about this?!

@Peggy, thank you. I believe you can use your SA license in Zim. I’m not sure how long you can use it for. You’d need to enquire with the licensing department. If its a problem you can always get the international license at the AA.
Very good article. I am from an exam and I failed because after the three point turn in the V.I.D grounds I moved forward to pick the instructor up so that we move to the next step, which is going into town. Apparently he was supposed to tell me to move forward to pick him up. I have no idea what that has to do with actually driving in the road but it was worth a fail to the instructor. I am angry because money is really hard to come by, and after you toil just to secure that $50.00 someone throws it in the bin with no idea what you would have gone through and in the process treats you like dirt as though the test was a donation and you never paid for it. I wont bribe, because that only makes this situation worse. I will keep returning, just as i did with my provisional license until God makes it pull through. I hope when I stop next time and wait for his signal, he won’t ask why i never moved on to the next step to pick him up. Zimdev, please make this a lot more public. Next time I go for my test, which is Monday, I will put my phone on record and share with the nation this corruption. Hopefully someone out there will do something about it, and I will do my part by refusing to bribe.

I went for my learners today and went and watched them mark it and the guy marking said i got 15 wrong so i asked what i did wrong and he said go and ask at reception and they will explain, i went to the reception with my boyfriend and i was called back to the examining room only to be told he had the stencil upside down so he remarked it and said i got 5 wrong still upset i went to the reception again and was told that they cant help me i must just go and study. Remembering that i have now done my learners 8 times and have failed each time by one or two times. The questions that they ask are very confusing and the diagrams sometimes are not very clear and certain things are not relevant to a learners license for example: Is an Ambulance supposed to be fitted with seat belts? A) Yes B) No or C) it is obvious. well just for your information that is not in the highway code that is why they are selling question and answer books on the street now. By the way the answer to that question is B. No
Our system is really messed up. I think they need to really update their licensing department and introduce computer aided tests with practice tests that you can take on the computer. In the mean time, people who have never read the highway code go and buy their licenses and go on to kill people on the roads. What a shame!
Sorry about the exam. I went through that, I know how it feels, I was really frustrated when I wrote this post. I eventually got the license though. I bought all the books on the street, crammed the answers, they don’t need to make sense, just know the answers in the book. That’s what worked for me.

Because some of their questions have no answers,that are as per the recommended Blue Book tjat tjey recommend you to buy,sold at their gate with supposedly all the answers. For example,the Paper 9 has this question:You check the rear view mirror and you see an aeroplane in the sky….The answer should be :adjust the mirror,but this answer is not on the list of multiple choice answers. It seems they want to deliberately fail people by not having any answers on some questions. VID must give people the answers orally on every sitting if they are genuine about assisting people,because the objective is for one to know where exactly they have supposedly failed,and not to milk people by giving people irrelevant tricky questions that do not enhance their driving skills. $20 is a lot of money to part with just to be told you failed without getting any convincing answers.

@ Kudakwashe, you are right. It is getting harder and harder especially with the current economic situation. Well, in my opinion, it all works out about the same, you just have to keep going, till they get tired of you. I would keep going to the same office.
I managed to get my Provisional License with ease I scored 92%. Now the Road Test, I went to Bindura VID for my 1st attempt, I failed on the reversing haha, by the way in Bindura the test is slightly different. 2nd try was here in Harare again I failed on the hillstart although my examiner looked like a dirty con man. After that I decided maybe I should try “buying” my license. Again just got totally ripped off and conned. I want to go give the test another try maybe in Chitingwiza hopefully I’ll be able to do it this time. Will let you know how that goes

contrary to all your experiences i passed my provs the first time, went on a tuesday, wrote with the first class and i got 96% only paid $20, no bribe, went back in December for the road test my instructor downright told me i wouldnt pass if i didnt fork out 150 dollars. forked out 250 bucks to cover everything and i got my licence on the first day. i am expecting my metal disc anytime from now.
bottom line is always be ready to pay extra for a basic service in zimbabwe, thats just how it is and accepting it is just wrong but we have all grown to be indifferent about the whole corruption thing. its just too much to fathom and we would very much rather find ways of surviving around it than preventing it. its why Zimbabweans are called survivors we do make lemonade out of the daily lemons economy shoves in our faces day in day out.

i need a drivers license but i dont know the steps to take
l firstly did Oral lessons with a Driving School in town for three days(1 hr after work only), the fourth day l went to VID and paid my fee $20 to write provisional and l got 1 answer wrong. Most people failed, if you prepare you will pass. The license thing l did the same, went for 2 weeks everday after work for 1 hr lessons and the weekend that followed l booked and got tested the same day and passed too. You can do it.
